Invitation to the TAIEX workshop on Twinning Project
Israel is embarking on a very challenging national task, the establishment of the Israeli National Qualification Framework NQF. Such important task, follows the Israeli Government decision nr. 147 of June 28, 2015, focusing on further developing human capital and promoting new places of work and the internal mobility as well as equal opportunities to all sectors in the Israeli society, and in order to increase training and skill levels of Israeli workers resulting in higher work productivity and encouragement of economic growth, as one of its priorities of the Israeli government to the development of human capital as well as managing the development of the socio economic strategy.
The establishment of the NQF would enable to constantly examine and valid the curricula, qualifications and learning outcomes, according to their relevance to the labour market; to update the existing curricula and qualifications and/or to develop new curricula and qualifications according to the needs of the work-place. This NQF mechanism would enable to develop the future human capital with the relevant knowledge, skills and competences needed in the labour market, including the army and the industry.
For such important national task, the Ministry of Education, and in particular Department for Evaluation of Foreign Academic Degrees DEFAD, has been delegated with the task of coordinating the work with other ministries and national stakeholders. For that purpose, DEFAD has established a working group with other main ministries for the national qualification both in formal and non-formal/professional qualifications, for the coordination of the work on national level. Considering the national task is new to the Israeli reality, there is the need to raise awareness of tall stakeholders and authorities involved in the process, in all practicalities of it. Considering Italy has a similar system of qualifications, the Italian experience would be very useful to the Israeli participants, especially when it comes to the lessons learned as well as the DOs and DON'Ts during such process.
The workshops will enable Israeli participants to understand first hand parts of the process and to engage them in lively discussions in regard to the process of levelling the qualifications as well as the benefits to the Israeli citizens, the main beneficiary of such Process.
